Technology
Owner & President
Founded Glimmernet in 2002 and have been running it ever since. Custom software, web design, application modernization, and managed WordPress hosting for federal, state, local, and corporate clients across hundreds of engagements. Started right after the dot-com crash, weathered 2008, and watched the industry reinvent itself a few times since. Time will tell if AI is the next bubble.
Lead a distributed team across time zones. Practice areas: cloud infrastructure (AWS, Azure, GCP), data architecture, cybersecurity, and unglamorous-but-critical legacy modernization work.
Programmer / Analyst
Started my career at AIS doing enterprise application development in ASP, COM, and SQL Server. Established coding standards and reusable code modules for the AIS Solutions Framework, worked alongside Microsoft developers in the DNA Lab on Rapid and Joint Application Development sessions, and authored testing and certification plans for beta-to-production transitions. Notable clients included Marriott, Peugeot, and the Florida Department of Law Enforcement. Mentored entry-level developers along the way — habits that stuck once I was running my own team.
Emergency Management
Operations Section Chief — COVID-19 Task Force
Selected by Montgomery County government to lead volunteer response operations during the COVID-19 public health emergency. Developed staffing plans and operational protocols for PPE distribution, food assistance, and mass immunization clinics. Led a rotating team of 50+ volunteers across cultural and socioeconomic backgrounds. Coordinated with local government and NGOs to assess needs, set priorities, and execute response strategies. Over the two-and-a-half-year activation: 125,000 PPE units distributed, 7,500 meals delivered to homebound residents, and mass immunization clinics serving tens of thousands of county residents.
Go-Team Commander
First Go-Team Commander for Montgomery County CERT. Built out a team that operated like any other public safety unit: 24/7 on-call rotation, fire-engine-equivalent dispatch process, integrated radio communications with the county, formal callsigns, and SOPs. Managed 110 volunteers. Led on-call response to incidents alongside Montgomery County Fire and Rescue Service (MCFRS), Montgomery County Police (MCP), Gaithersburg Police, and the Office of Emergency Management and Homeland Security (OEMHS). Coordinated interagency training with the Department of Health and Human Services (DHHS), OEMHS, and MCFRS. Authored protocols and SOPs for Go-Team operations and unplanned incidents.
Designed and led the rebranding of the team’s apparatus as CERT 700.
Also ran large-scale event operations for community events with up to 50,000 participants (SummerFest, Kentlands Oktoberfest, Gaithersburg Parade, and Olney Days, among many others), where the team reunited dozens of lost children with their families across the years. A few notable callouts among many: searching for a missing teenager with autism who had eloped from home, and post-fire response at a large apartment complex where we helped residents salvage what they could.
Go-Team Consultant
Advisory role established during the leadership transition following relocation to Austria. Provide strategic counsel, general advice, and operational support to the new Go-Team Commander, ensuring continuity of operations and the institutional knowledge built over the prior decade.
CERT Volunteer
Volunteered as a CERT first responder, providing first aid and field support at planned community events. Built the relationships and operational credibility with county agencies that made it possible to stand up the Go-Team and serve as its first Commander in 2017.
Montgomery County CERT operates under the Montgomery County government.
Civic & Community
Board President & Member
Served on the board, including a term as President, of Mill Creek Village — an all-volunteer nonprofit that helps older adults age in place and stay connected to their community. Part of the national Village movement, which has grown to hundreds of organizations across the United States. Led organizational operations and a rebranding initiative that established the Village’s current visual identity.

Security Research
SSRF Vulnerability in Commercial Software
Coordinated 90-day disclosure with a commercial software vendor for a server-side vulnerability affecting self-hosted deployments. Technical details and CVE will be published once the assignment process completes.
Threat Intelligence & Phishing Research
Develop heuristics for malicious domain detection and phishing campaign analysis. Track active campaigns impersonating major brands including Apple, Microsoft, and other large organizations, without reliance on commercial threat feeds. Methodology applies to early warning, brand protection, and risk assessment for digital communications.
Education
Virginia Tech
CpE coursework spanning electrical engineering and computer science. Served as Teaching Assistant and President of the Virginia Tech Virtual Corporation. Participated in research and development of a Single Chip Message-Passing (SCMP) computer architecture, writing a compiler-simulator for the new hardware.
